Restore Link Title Field

In core ticket #28206, the editor was modified to have a Link Text field instead of a Title field.

This plugin adds the Title field back.

I am not a huge fan of wordpress, I do most of my own website design by hand, but some clients want a WP site, as much as I tell them NOOOO. WP does a good job and has some awesome plugins to make my life somewhat easier. This is not a deal breaker if this was not here, but I would stand my ground not to do WP sites. But with this plugin, at least there is hope. Thank you.
